RATIFICATION OF REASSIGNMENT OF STUDENTS TO SCHOOLS

8. RATIFICATION OF REASSIGNMENT OF STUDENTS TO SCHOOLS
Description

Reassignment of students to schools within the county have been approved by the administration or recommended by the Student Reassignment Appeal Board in accordance with policies of the School Board.  They are presented for formal ratification.

AGREEMENTS/CONTRACTS

9. AGREEMENT FOR THERAPY SERVICES BETWEEN INVO HEALTHCARE ASSOCIATES, INC. AND THE SCHOOL BOARD OF SARASOTA COUNTY, FLORIDA
Description
The school district has contracted for occupational therapy, physical therapy and speech therapy services since there is a shortage of staff available for direct hire.  Funding is via FTE generation.

Recommendation
That the agreement for therapy services between Invo Healthcare Associates, Inc. and the School Board of Sarasota County, Florida, in the amount of $60,000 be approved as presented.

10. APPROVAL OF AGREEMENT FOR SERVICES BY INDEPENDENT CONTRACTOR BOYS AND GIRLS CLUB OF SARASOTA FOR THE 21ST CENTURY COMMUNITY LEARNING CENTERS IN NORTH COUNTY
Description
This agreement details the relationship and responsibilities shared by the School Board of Sarasota County and the Community Based Organization (CBO), Boys and Girls Club of Sarasota, to be responsible for the full implementation of the 21st Century Community Learning Center (CCLC) program in North County; service to be provided at six (6) school-based sites, CBO and FBO (Faith Based Organization) as detailed in the Grant.

Recommendation
That the School Board of Sarasota County approve the agreement with Boys and Girls Club of Sarasota to be responsible for implementing  the 21st CCLC program in North County for 2012-2013.

11. AGREEMENT BETWEEN THE LITERACY COUNCIL OF SARASOTA, INC. AND THE SCHOOL BOARD OF SARASOTA COUNTY FLORIDA, BY AND THROUGH THE SARASOTA COUNTY TECHNICAL INSITITUE
Description

In an effort to improve the provision of adult education services offered in Sarasota County, The School Board of Sarasota County, Florida, by and through its Sarasota County Technical Institute (SCTI) enters into this contractual agreement with the Literacy Council of Sarasota, Inc. (Literacy Council) through which the Literacy Council will provide tutoring services for adult students at the SCTI Newtown campus.

The Literacy Council will provide tutors in Adult Basic Education (ABE) and General Education Development (GED) skill areas including reading, writing, and math to assist adult students enrolled in the ABE and GED programs at the SCTI Newtown campus, located at 2706 North Osprey Avenue, Sarasota.  Literacy Council tutors will provide a combined total of up to six hours per week of tutoring services at the SCTI Newtown site between September 4, 2012 and May 31, 2013.  SCTI will pay the Literacy Council at the rate of $45 per hour of tutoring provided for a maximum of six total hours per week during the 36-week project period.  SCTI will provide space at the SCTI Newtown site, textbooks, and other instructional materials to support the tutoring services provided.  Literacy Council tutors will work under the guidance and direction of SCTI Newton instructional staff. 



Recommendation
That the Agreement between the Literacy Council of Sarasota, Inc. and The School Board of Sarasota County, Florida by and through the Sarasota County Technical Institute be approved.

EXPULSIONS

12. APPROVAL OF EXPULSION CASE NO. 12-164
Description

The student listed in Expulsion Case No. 12-164, is in violation of an accepted Expulsion Settlement Agreement for alternative school placement.  On November 14, 2011, the student listed in Expulsion Case No. 12-164, violated School Board Policy 5.34(1)(g), Major Incident/Disorderly Conduct.  It is the recommendation of the Superintendent, that the student be expelled from the Sarasota county Schools until June 15, 2013.



Recommendation
That in accordance with provisions of Sections 1006.07(1)(a)(b), Florida Statutes and School Board Policy 5.34, the holding of a hearing having been waived by the student/parent, the recommendation as specified in Expulsion Case No. 12-164, to expel the student referenced therein from the Sarasota County Schools, be approved effective immediately for the remainder of the 2012-2013 academic year.

Description

MATERIALS MANAGEMENT

15. APPROVAL OF CLASSIFICATION OF INOPERATIVE EQUIPMENT AND FURNITURE AS PROPERTY TO BE DELETED
Description
The custodians of the property (cost center heads) have certified it to be traded in on new equipment, unaccounted for, not repairable or otherwise inoperable.  Property still on hand after reallocation will be salvaged for any useful parts and then sold at auction.

Recommendation
That the classification of equipment and furniture, as property to be deleted, be approved as presented.

16. APPROVAL TO AWARD BID #13-0201 FOR GAS CONVECTION STEAMERS AND ICE MAKERS
Description
Bids to provide 'Gas Convection Steamers and Ice Makers' were received from seven vendors on August 14, 2012.  The bids of Beltram Edge Tool Supply, Inc., Fishman and Associates, Inc., and Kamran and Company, Inc., were the best low bids meeting the advertised specifications.  Reasons for not selecting the apparent low bid are included with the bid tabulation.  This bid is for a period of one year with the option to renew for two additional one-year periods.  The funds for these purchases are contained in the capital budget allocated for the Food and Nutrition Services Department. 

Recommendation
That the bids of Beltram Edge Tool Supply, Inc., Fishman and Associates, Inc., and Kamran and Company, Inc., to provide 'Gas Convection Steamers and Ice Makers' in an amount not to exceed $150,000.00, be approved as presented.

CONSTRUCTION

17. APPROVAL OF THE CONTRACT FOR THE INTERLOCAL AGREEMENT BETWEEN THE SCHOOL BOARD OF SARASOTA COUNTY AND SARASOTA COUNTY TO CONSTRUCT AND DESIGNATE BOOKER HIGH SCHOOL AS AN ENHANCED HURRICANE PROTECTION AREA (EHPA) FACILITY
Description
In efforts to meet the needs of the residents of Sarasota County and the Sarasota County Emergency Management Plan, the Sarasota County School Board and Sarasota County formulated an agreement between the two entities that designate Booker High School as a facility used by Sarasota County Emergency Management Plan in the event of a disaster.  The Sarasota County School Board, anticipating funding contribution from Sarasota County as detailed in the accompanying contract, has designed and is in the process of constructing designated buildings on the Booker High School Campus to meet 170 MPH Enhanced Hurricane Protection Area (EHPA) standards.  The estimated $1,004,822.00 of design and construction costs beyond the minimum Florida Building Code requirements of school districts will be funds contributed by Sarasota County.

Recommendation
That the contract for Interlocal Agreement between the Sarasota County School Board and Sarasota County be approved as presented.

18. APPROVAL OF THE DELETION OF BUILDINGS #6, 7, 8, 11-023, 11-024, 14, 15, 20, 21, 22, 24, 25 AND PORTABLES #99-283 AND 99-284 AT BOOKER HIGH SCHOOL
Description
The specified buildings are one-story buildings and portables that are in the path of construction for the rebuild at Booker High School.  The demolition value of these buildings has been proven by the Castaldi Formula calculation.  Funds for this demolition are available in the capital projects account.

Recommendation
That the deletion of Buildings #6, 7, 8, 11-023, 11-024, 14, 15, 20, 21, 22, 24, 25, 36 and Portables #99-283 and 99-284 at Booker High School from the F.I.S.H. inventory for demolition, be approved as presented.

19. APPROVAL AND/OR RATIFICATION OF CONSTRUCTION SERVICES' CHANGE ORDER(S)
Description

The Construction Services' Change Order(s) are summarized on the enclosure for ease of review.  These change orders collectively total a decrease of $867,670.79 in gross contract dollars.

Included in these change orders are $911,604.24 credits for Direct Material Purchases; the corresponding Direct Material Purchase Orders of $859,271.01 result a net of $52,333.23 in sales tax savings.

21. APPROVAL OF THE FINAL BUDGET AMENDMENT FOR THE 2012-2013
Description

The General Fund; Special Revenue Fund - Food and Nutrition Services; Special Revenue - Federal and State Grants; Capital Outlay Funds; and Debt Service Funds are being amended to reflect the final results of operations for the 2012-2013 fiscal year.   

 



Recommendation

22. APPROVAL OF THE ANNUAL FINANCIAL REPORT FOR THE YEAR ENDING JUNE 30, 2012
Description

Chapter 6A-q.0071 (2) of the State Board of Education Administrative Rules requires that the Annual Financial Report be submitted to the Florida Commissioner of Education no later than the 11th of September each year.
